I'm not entirely sure what criteria we're using for this. Most of your entries seem to be theologians (although charlemagne's inculsions is a little surprising in that case).
I'd suggest Constantine, for the official conversion of the western Empire to Christianity, considering that completely changed the Western world's moral, spiritual and philosophical basis for the next 2000 years.
Charles V, for his attempts to fight against early protestantism (the schmalkaldic league), and as an example of the last of the great Roman Catholic Imperial leaders in Europe.
Suleiman the Magnificent, for achieving complete dominance of the mediterranean in his time, and for converting much of southeastern Europe to Islam in the sixteenth century (the balkans, mainly), and even getting as far as besieging Vienna. He represented the height of the Ottoman Empire's power and influence, which is sadly little studied in Europe.
Bismarck and the developments he brought to diplomacy and politics in the 19th century, as well as for the Kulturkampf and being among the first to politicise the increased secularisation of the time.
I'm sure i'll think of more, but those sprang to mind.
